Impulsa Desarrollo is formed by a team of highly experienced and recognized individuals

Carlos F. de Mora Navarrete
He holds a bachelor degree in Civil Engineering from the Universidad Nacional Autónoma de México (UNAM), in Mexico. He has postgraduate studies at the École Nationale de Ponts et Chaussées of the University of Paris, France, and at the Institut International Administration Publique (IIAP) in Paris, France, as well as a postgraduate degree in Finance from the London Business School in the
United Kingdom.
He worked for more than 25 years at Empresas ICA, S.A. de C.V., highlighting his participation in the finance and the industrial sector divisions. He has been an entrepreneur in the housing sector and in urban construction, and has participated as a consultant and board member for various companies.

Gabriel A. Ibarra Elorriaga
He holds a bachelor’s degree in Mechanical Engineering from the InstitutoPolitécnico Nacional (IPN), in Mexico. He has postgraduate studies in Design and Manufacturing at the École Nationale Supérieure d'Arts et Métiers, in France, and has a diploma in Top Management from the Instituto Panamericano de Alta Dirección de Empresas (IPADE), in Mexico.
He has 25 years of experience in businesses development within Empresas ICA, S.A. de C.V., having held, among other positions, the posts of Advisor to the Presidency, Corporate Promotion Director, Corporate Development Director and Business Development Director at ICA Infrastructure, Business Development Director and Marine Platforms Director at the capital goods division of EmpresasICA. He worked for eight years at the Mexican development bank Nacional Financiera, S.N.C. (NAFIN), serving as Deputy Director of the Capital Goods
Industry and Transportation Equipment Division, as well as four years at the 
Federal Electricity Commission (CFE) as Head of the Capital Goods Promotion Office, and two years at the Electrical Research Institute (IIE), as Researcher. He worked a year as a Process Engineer at Ford Motor Company.

Fernando de la Mora Navarrete
He has degree in Business Administration from the Universidad Nacional Autónoma de México (UNAM). He has a master degree in Development Administration from the International Institute of Social Studies of Erasmus University, in The Hague, Netherlands. He also has a diploma in Urban Planning and Environment Protection from the University of Oslo, Norway and a diploma in Japanese Studies, from the Institute for International Studies and Training, in Fujinomiya, Japan.
He founded SEPRIN, S.A., an international trade company that played an important role at the Leipzig, Germany International Trade Fair. He was Deputy Trade Commissioner for the Mexican export-import bank Banco Nacional de Comercio Exterior (BANCOMEXT) in Atlanta, Georgia, USA, and Vancouver, British Columbia, Canada, General Superintendent for Industrial Promotion and Import Substitution at Petróleos Mexicanos (PEMEX) and Deputy Director-General for Small and Mid-size Industry Planning and Coordination at the Mexican Ministry of Economy.

Mario Leal Campos
He holds a bachelor’s degree in Mechanical Engineering from the Instituto Politécnico Nacional (IPN) in Mexico. He spent a year specializing in Design and Manufacturing at DEMAG, in Duisburg, Germany. He founded and directed Reductores y Accesorios Industriales, S.A. de C.V., a manufacturer of gearboxes and industrial accessories, as well as founding and directing MALECA Metalúrgica, S.A. de C.V., a company dedicated to the casting of non-ferrous metals. He was President of the Industrials Association of San Luis Potosi (IPAC).
He has held various public responsibilities in San Luis Potosí State, most prominently Federal Deputy, Municipal President of the City of San Luis Potosi and Local Deputy of the San Luis Potosi State Assembly. In the diplomatic field he has held the post of Consul General of Mexico in Hong Kong from 2002 to 2008 and Ambassador of Mexico in Chile, between 2008 and 2013. He currently is an advisor to several companies and is a partner of Grupo Promotor de Energías Limpias, S.A. de C.V. (GPEL), a company in the renewable energy industry. He is
the representative in Mexico for CW HKCPA, a Hong Kong company, promoting
trade between Mexico and China.

Juan Casillas Ruppert
He holds a bachelor’s degree in Mechanical Electrical Engineering from the Universidad Nacional Autónoma de México (UNAM) in Mexico, and a master’s degree in Industrial Engineering and Management Science from Northwestern University, in Evanston Illinois, USA.
He has over twenty years of experience in strategic business consulting mostly focusing on helping foreign firms enter, operate and expand in Mexico, including advising them on corporate and government affairs. He has deep experience in the energy (oil; gas, electricity and renewables), infrastructure, manufacturing, pharmaceutical, telecommunications, security, finance and mining sectors, mainly.
He has worked both in the US and in Mexico and is familiar with guidelines and operational requirements of, and for, foreign firms and organizations. He participates actively in several Mexican Engineering Associations.
